Is the Shs6B "Presidential handshake" justified or a type of graft?

Patrick Kamara hosts Ntungamo municipality MP, Gerald Karuhanga; economist Ramathan Ggoobi and civil society activist Henry Bazira Mugisha to discuss the issue of a Shs6 billion "Presidential handshake" given by the Uganda Revenue Authority to some government officials.

The money was supposedly given to officials from the Uganda Revenue Authority, the ministry of justice and constitutional affairs and the ministry of finance as an appreciation for the role they played in helping Uganda win over Shs 1 trillion in a capital gains tax case against oil firms Heritage oil and Tullow oil.
