Consensus behind Uganda’s 1995 constitution

The 1995 Constitution was Uganda’s fourth supreme law in a span of 33 years since gaining independence. Much has been said and written about the making of the new Constitution, with consensus being cited as a key ingredient in the process. As we begin the countdown to the Constitution’s actual birthday on October 8, on Wednesday, we delve into whether the consensus was a mirage and some of the lingering unanswered questions.
