Muntu: Violence in Kawempe by-election a government tactic
Former Army Commander Maj. Gen. Mugisha Muntu argues that the recent violence during the Kawempe North by-election campaigns is a tool being used by the government to instill fear in the populace, discouraging them from turning up to vote for change.
