How ready is Uganda for ban on second-hand clothes
In August 2023, President Yoweri Museveni banned the import of second-hand clothes, citing disruption to the cotton value chain. Since then, taxes on second-hand clothing have tightened, hurting small traders and importers. Meanwhile, local clothing manufacturers have grown from 3 to over 10 companies. But is this enough to meet local demand? And is the government doing enough to support the industry through incentives and policy?
