What option does govt have for national ID cards as expiry date draws nearer?
As the National Identification and Regulation Authority NIRA embarks on the hunt for 660 billion shillings for the mass enrollment, registration and renewal of national identity cards, a legal expert says that the cheapest option would be for government to extend the expiry of the document through the gazette. Dan Wandera Ogalo, a constitutional lawyer told NTV that under the Registration of Persons Act, 2015, the minister does not need to consult parliament to extend the date of expiry. Sudhir Byaruhanga reports that another option is to come up with a fee that will be paid by those whose cards have expired.
