Kampala traders threaten shutdown over unlawful rent hikes

Tensions are rising in Kampala’s Central Business District as the business community, through their umbrella association, has announced a major planned shutdown in protest of what they describe as exploitative and unlawful rent increments by landlords.
The Uganda National Traders Alliance (UNATA), alongside the Kampala City Traders Association (KASITA), says traders are now in crisis, citing repeated violations of the Landlord-Tenant Act, exorbitant utility charges, and what they call deliberate neglect by government authorities.
According to UNATA Executive Director Kwebiha Muzamir Abwooli, landlords in Kampala have defied the law, with some increasing rent multiple times this year—exceeding the legal 10% annual limit—and in many cases, without the mandatory 60-day notice as required under the amended Landlord-Tenant Act of 2022.
