Indian Ocean Debate: How serious were Museveni’s comments?

President Yoweri Museveni has called for comprehensive regional discussions on the utilisation of the Indian Ocean to benefit even landlocked countries. He argues that colonial borders have made it extremely difficult for countries on the continent, especially in East Africa, that do not have coastlines, to participate in the export and import business efficiently.
