30 years on, ex-assembly delegates regret rejecting federalism

Thirty years after delegates to the Constituent Assembly cemented the unitary system of governance, several of them now regret the decision. They say they now favor a federal system, which they would approve today if given the opportunity. However, Chief Justice Alfonse Owiny-Dollo is the only one among the framers of the Constitution who, as Jackson Onyango found out, remains vehemently opposed to federalism.
