Prisons boss says suspects on remand make up biggest number amid congestion

Johnson Byabashaija, the Commissioner General of Prisons, has decried congestion in correctional facilities across the country. While passing out 58 senior staff who completed their Intermediate Command and Staff Course at Luzira Maximum Security Prison, Byabashaija said the prisons hold a total of 78,959 prisoners, 50 percent of whom are sentenced, while the rest remain on remand.
