Citizen participation is vital for transparent and effective budgeting. However, Uganda still struggles in this area, scoring just 15% in the 2023 Open Budget Survey—below Kenya (31%) and Rwanda (16%).
Despite supportive laws like the Public Finance Management Act (2015), challenges such as limited funding continue to hinder meaningful public involvement.
