UGANDA CONSTITUTION AT 30: Current governance system disappoints founding framers

Finding support for the current decentralisation system among the framers of the 1995 Constitution is akin to searching for a needle in a haystack. A number of the delegates to the Constituent Assembly and Constitutional Commission — among them Chief Justice Alfonse Owiny-Dollo — unanimously hold that the implementation of decentralisation has drifted off course. The framers of the Constitution are disappointed with the decentralised system, which, Jackson Onyango reports, they believe has ironically starved local governments of the required resources.
