After weeks of flip-flopping by police and the army on the kidnaps and disappearance of people largely believed to be of the opposition political affiliation, President Museveni last evening stopped short of owning up to the actions by the security organs.The address that was supposed to ease the anxiety gripping the country was a mix of facts, half-truths, and cherry-picking on his love-hate relationship with Western Powers.
