Whistleblower or target? The missing link in Uganda’s anti-corruption war

The Inspectorate of Government reports that Uganda loses approximately 9 trillion shillings annually to corruption. These statistics are supported by stories of ordinary individuals who speak out and face repercussions. Without a dedicated witness protection law, whistleblowers and key witnesses encounter threats, violence, and social isolation. As a result, many corruption cases are dismissed before reaching court, and convictions are rare. We examine how the absence of a robust witness protection system hinders the fight against corruption—and why the proposed Witness Protection Bill could be a significant step forward.
