Calls to review constitution grow amid concerns over failed decentralisation

Calls are being made for a review of the Constitution with a view to abandoning the adopted unitary system of governance.
Those making the demands—including some framers of the 1995 Constitution—argue that this comes in response to the failure of proper implementation of the decentralisation system.

They note that the government needs to acknowledge this reality by adopting either a devolved or a federal system of governance.
They further argue that the government already recognises the need for devolution, pointing out to NTV’s Jackson Onyango that this is evidenced by the creation of special regional ministries.
