The rule of law is the fundamental principle that all individuals and institutions, including the government, are accountable to and must abide by laws that are publicly promulgated and equally enforced. According to the Justice Benjamin Odoki Constitutional Commission, security agencies under Obote and Amin tended to be indifferent to offenses committed by affluent individuals, while ordinary people were always harassed. Are the ghosts of the past haunting the 1995 Constitution?
