When Uganda unveiled its 1995 Constitution, it was a moment of national rebirth — a bold vision to break from a past marred by tyranny, insecurity, and political turmoil. Forged through an inclusive, nationwide consultation, the Constitution was hailed as progressive, promising democratic governance, rule of law, human rights, and accountability. Thirty years on, that promise stands in question.
