UPE schools improve, but extra fees boost performance
Schools under the Universal Primary Education (UPE) program have shown performance improvement compared to previous years. However, Uganda National Teachers' Union General Secretary Filbert Baguma says that schools charging extra fees are the ones registering these kinds of results.
