Uganda’s Constitution is under scrutiny three decades after its promulgation, with legal experts and civic leaders warning that it is failing in two critical areas: the balance of power and the provision of effective checks and balances. Speakers at today’s commemoration event pointed to an increasingly dominant executive, accusing it of undermining the very principles of constitutionalism the 1995 Constitution set out to protect.
