The 1995 Ugandan Constitution began with bold ideals—unity, democracy, freedom, and people power. Rooted in broad public participation and a determination to break from the country’s authoritarian past, it marked a hopeful turning point after years of political upheaval.

But nearly 30 years on, legal experts and observers say the spirit of constitutionalism has largely been betrayed.
