MPs on the Public Accounts Committee in charge of local governments have expressed shock after discovering that most districts across the country cannot utilize the funds they receive from the central government.
The MPs, who are touring various areas to follow up on findings of the Inspector General of Government, found that Jinja failed to absorb Shs 6 billion last year. On average, districts send back between UGX 2 billion and UGX 3 billion to the treasury every year.
This implies that facilities and the implementation of various projects fail, and in most cases, such loopholes lead to some government officials stealing the money.
