How illicit charcoal trade cartels are outwitting security
In May 2023, President Yoweri Museveni issued Executive Order No. 3, in which he, among other things, banned commercial charcoal trade in Karamoja, Teso, Lango, Acholi, and West Nile. However, commercial charcoal dealers have continued to wreak havoc on tree cover across Acholi sub region despite an existing Executive Order issued nearly two years ago to curtail the vice. An eleven month investigation into the illegal trade has revealed how the dealers now operate in cartels to beat security establishments mounted against them.
